Yeah, she's
gyaru as opposed to
ganguro. Bleached-out hair, tanned, etc. but without the whackadoodle makeup and other highly unattractive embellishments.
In Japan (and in many other Asian societies) being tanned means you are a lower-class peon who works out in the sun, hence the "rebellious" nature of her fashion choice. Personally I like tanned skin. More specifically, I like tan lines.
