Nuts. Unless somebody comes to my house and puts a gun to my head, nobody is "forcing" me to pay more than I want to pay.
A shill is not much different from a reserve price. I've bid below reserve price - based on what I wanted to pay - and had the reserve lowered to my bid. Unless a shill retracts his bid, the car/item doesn't actually sell and usually gets relisted. Not sure why this is such a mystery to some.
