A shill is not much different from a reserve price. I've bid below reserve price - based on what I wanted to pay - and had the reserve lowered to my bid. Unless a shill retracts his bid, the car/item doesn't actually sell and usually gets relisted. Not sure why this is such a mystery to some.

You do realize that there are other ways to cheat people out of money besides putting a gun to their head, right? One of these ways is through something called "fraud". you may have heard of it. Shill bidding is a type of fraud.
You may not believe it, but the US government disagrees with you. Shill bidding on ebay constitutes wire fraud, which is a federal offense punishable by up to 20 years in prison. People can and have gone to jail for shill bidding on ebay, though generally as part of a large scale organized scheme, not for a one-off car sale.
