Can you tig weld or weld in general? If not then pick up a Mig welder and practice. You dont want to learn how to weld by putting on a set of fenders. Tig is a much better way of attaching flares but lots do it with a Mig welder. For auto body work the Mig will do pretty much anything you ask of it and it a ton less forgiving. If you are set on a Tig I would pick up a "known quantity" welder either used or new as an investment vs a cheaper overseas inverter box. I have a tig and mig machine but the last set of flares I put on I used an oxy/act torch with very good results as I didnt have 220v avail at the time. Many ways to skin a cat, lol.
