Angry rocker arm adjusting screws?

I'm getting ready to send my rocker arms out for re-sufacing/bushing.

On some rocker arms I can't backout the valve lash screw. As the screw is turned down and out it stops about where the lock nut used to be. There seems to be some dark discoloration from the lock nut.
It's almost as if the screw threads area different dia. at that area.

I could just cut off the offending adjusting screws with the whizzer wheel but...... something seems odd.

I took a propane torch to the screws to see if there was some kind of loctite on the screw but nothing cooked off.

Has anyone else had this problem?
