Spent some time playing with my Weber carbs also, wasted a lot of time until I adjusted the valves first.
Get a Weber carb flow meter to sync the carbs, then look on You tube for videos on syncing Weber 40 carbs , take your time and go slow, oh and also adjust the valves first.
