Yes the kid was (is) a dumbass and should be arrested for trespass and probably booted out of school, but I'm guessing he'll lawyer up and claim a neck injury resulting in an undisclosed (seven-figure) settlement from the university. He was giggling even after he got floored almost like he knew it was going to work...
