I might work for a company that - let's say - produces 'optical things' that are made for both the military as well as consumers (hunters, even law enforcement for some applications). There is a big difference between specs and what the consumer is limited to. I guess it's like when the first GPS units came out, didn't they have an accuracy of something around 20 meters but the gov't intentionally degraded it to about 100 meters or so because they were worried about the bad guys knowing where we or our equipment was?

This is not what's happening where I might work, rather the technology that's allowed to be sold to the consumer is much less accurate than the gov't-spec version. It's like high-def vs standard-def or even old grainy non-HD antennae TV!

The specs aren't exactly private so the bad guys do know what we have (at least in my scenario).
