I think you'd be leaving a lot on the table at 28k. Big fuchs, new tires, the rebuild parts, interesting color. If I were a buyer I'd only be concerned with the paint, but a visual inspection is the only way to tell.
If you just want cash in hand no BS, advertise at 28k firm and get your deposit within 12 hours. If you are willing to answer the phone for a while and want 5-10k more, I'd be willing to bet its there for the taking.
