It hasn't been explained really well yet on tv, but in one episode, the group goes to the CDC building in Atlanta and meet a man there called Jenner. Not to give too much away, but according to him, everyone is already infected with the virus and when you die, the virus reanimates parts of you brain and the person comes back as a walker. As a walker, you crave live flesh but don't need it to stay around. If you come in contact with the walker blood, unless you get an infection and die, it will not kill you. If you get bit on the other hand, you usually get an infection and die. That is all that really has been explained so far. As stomachmonkey stated, Eugene says he knows what caused the outbreak and how to fix it.

From what I got from it, Eugene basically has a counter virus which he thinks will take out all the walkers. I don't think he can cure the virus as it is, just some sort of other virus that can neutralize it.
Of course, I still think Eugene is going to turn out to be some dude who worked at 7-11 and is lying about the whole thing.
