Truth....
If you want to defeat Laser speed devices....you need a computer that operates in less than a millionth of a second!
You need to detect the beam...anilyse it...then send out the correct encoded beam back to the gun to tell it you are not speeding.
This might be possicle with a Quantum computer (fastest one I know of)...but other than that...if the beam hits you and bounces back to the gun...you're caught!
Any basiclly relective vertical surface will bounce the beam...the beam is very small in cross section...so...even something the size of a dime will do the trick.
If anyone comes up with a better way to defeat Lasers...be sure to patent the device and sell it to the government...you will be set for life.
