Somehow, I don't think this will result in very many more people smoking pot up there. So many do already.

That is a fairly dubious study. If applicants know they are going to be tested, they can stop a few days before the test for most drugs, maybe a month if they are smoking pot. They were just testing new applicants, it tells you nothing about people already on assistance.
