That is Flaw #1 in OP's argument:
It literally takes a couple weeks of investigation by the local constables.
-Average check stubs (no 'special wine' allowed).
-Average menu prices.
-Compare to distributor truck deliveries.
-Compare to foot traffic.
-Bam. Tax Fraud. Shutdown.
Flaw #2:
Banks automatically skim 1-7% off the restaurant's top end just for paying by plastic.
-The difference has to be made up somewhere- quality of product, employee compensation, somewhere.
The only difference is that paying by card "looks" more legitimate as a tax exemption business write-off.
That is cultural. Not legal.
