I certainly won't defend either insurer's denial of your claim, but I think I understand each position. The owner's policy undoubtedly covers only licensed drivers and, in this case, the driver wasn't licensed. That's standard in most policies, AFIK. The driver, of course, had no insurance as he owned no vehicle. Your own company typically would cover the loss under the uninsured motorist property damage coverage, but that is not mandatory and may not even be offered in your state.
Seems like you are left with a civil suit against the owner and the driver. I wish you well.
