The use of the GJ in Ferguson may have been unusual but not unprecedented and the circumstances surrounding the incident were far from normal. There is more than one side to a story and more than one way in which a grand jury is used. Did the prosecutor use the GJ correctly? Yes. Did he use it correctly in this incident? That is the arguable point.
