Even the web sites where companies have received letters, they are given quite a long period to stop before the hammer falls. One guy went for over a year between the call us letter and the official stop flying notice. It looks as if you stress that your companies number one goal is safety the FAA is okay with it. I just wouldn't want to be the one that got fined $10,000 and had to spend 3 years in a federal penitentiary.
You would think they way the government likes to spend money they would set up a whole agency just for certifying and monitoring UAVs. The UAVs used to fly the border patrol have beacons on them (if too small for radar) for the air traffic controllers and pilots are in touch with air traffic control just like manned aircraft.
