Dave,
I'm thinking that you are talking about the back since you can't see the front without opening the strut tube.
On the back, you have to mash a little button on the top of the tube and give it a turn. The little button will click back when you reach the next setting. This means disconnecting the bottom mount.
On the front a palm wrench comes with the shocks to turn the shocks to turn the thin piece extending out the top of the shaft. A little cresent wrench will do it though.

edit: I think that the fronts have 7 settings, out of the box, 5 harder, & 1 softer. The backs have 5, out of the box, 3 harder & 1 softer. I'm not positive on this & will look for some info I have in the next day or two.
