The bolt for bike rack is >1/2", too big to tighten until stretch.
The joint looks like a hack, not something you'd find on the space shuttle. In this case the bolt is tightened, it holds the far side of the rack against the hitch. Holes are oversize so loose fit, probably there is motion too.
Ok, so what is a general rule as to when a split lock washer is reasonable?
I can guess: "might be reasonable for a loose hack fest" but hoping for something more formal. I don't even know how to characterize this situation.
