The 2nd makes no reference to location. Particularly, the word "bear" implies you are not at home. "Keep" them at home, "bear" them outside. You have the right, as a human, to protect yourself. Anywhere. The 2nd is
supposed to prevent your government from infringing on that right. Nowadays, it seems to be more likely that you'll need it away from home rather than at home.
