The typical meeting spot is On The Border lot at the North County Mall. Easy off I-15 @ Via Rancho exit, or past Lake Hodges via Del Dios to Via Rancho for those on the coast. Then, it's an un-crowded drive up Bear Valley to Lake Wohlford.
Waiting until 7:30am could have a negative impact on the fun factor-too many cars out and in the hills with that late a start. I'm not advocating dangerous driving, my comments are based on possibly getting stuck behind a truck going up Palomar at 35mph. No fun.
I've only done these runs about 30 times, so I'm only adding my opinion based on experience. 6:30am departure from the lot is a lot better time to start. Maybe we compromise with 7:00am.
