It can be welded by somebody who knows what they are doing and includes pre-heating the part in an oven near the back door of the shop, TIG welding the pre-heated part near the back door of the shop, and finally putting it back in the oven after welding and turning the oven off to let it gradually cool.

The "near the back door of the shop" is required if things go wrong and require Plan B:

Plan B: Throw the object as far as you can out the back door of the shop.
