If you've got all 4 bolts off the dump-pipe and the 5th hanger-bolt connected to the torque-tube clamp off. And the rest of exhaust disconnected, you can use a chisel to wedge in between the dump-pipe flange and wastegate and gently tap it in. Move it to another position and tap again.

The other way that may work is to pull the remaining stud (1 or 2 left?) from the wastegate. This will allow you to swing the elbow away from the wastegate and remove.
