As Scuba Steve has stated, with new concrete, you should have no problem with a finish application.
Petroleum soiled concrete must be washed and acid scored before any finish is applied.
With my new garage, I washed the floor, let it dry completely, and applied epoxy sourced from Lowes. Grey base with the color chips.
1500 sq ft of floor cost about $450 in product and took 3-4 hours to apply.
7 years later and no lifting, bubbling etc.
Oil, brake cleaner just wipe up.
