you are not following me.
the sender can get stuck when it is installed. it does not take much for the float to hang up. taking the sender out and turning it upside down like you did can make the float work.
my other point was plug the electrical connector back to the sender then do your test again but looking at the fuel gauge.
with the connector to the sender reomoved the fuel gauge should be full., ground the green wire and the gauge should be empty.
the gauge is not the hi failure item here.
