As stated, they were operating primarily in Syria (hence ISIS). They were sorta administration buddies because BO liked them better than Assad in Syria...similar to our terrorist buddies who we helped bring down in Egypt and Libya (bad guys, but nothing like these animals). We watched them roll down into Iraq...the JV squad of terrorists just going for a innocent little camping trip in the desert. We couldn't do anything about it because our leader was a bit cross with the elected leader of Iraq who had somehow dissed him. Besides, the administration's greatest victory was getting us out of Iraq and having the terrorists on the run...so couldn't burst that bubble.

Soon, without our help, most of Iraq had fallen (a little airpower and intel would have made the difference)...the JV terrorist guys decided to upgrade their name for a little street cred. First ISIL to show they run a new hood....and now Islamic State (IS) so they can put themselves on the level of other nations...and eventually get foreign aid from us like the Palestinians (HAMAS), North Korea, Iran, Cuba and other terrorist states.
