Unless that is the only recruiter for miles and miles I would suggest finding another one. When I went in there was no such thing as a "contract" or anything else or course that was in 1965! I took a 100 question test that covered lots of stuff and was used along with a couple of manual dexterity tests to see what you might do? The Air Force and Army wanted me to fly Helos........sort of dangerous back then and the Navy said hey....we have this Nuclear power program, extra money, clean ships, 1 1/2 years of schooling and at that time they were just starting so all the school counted as sea time! I'd say have hime stick it out until he gets what he wants.
