The USAF enlisted promotion system (WAPS) was actually patterned after the enlisted promotion system used by the Navy back in the 1960's. Some of the navy guys can chime in here but I assume the Navy still uses a similar promotion system, i.e. you compete for promotion against others in your career field and your chances are based on test scores, performance evaluations, TIG, TIS etc...
