You are correct. E-4 to E-6 is a combination of test score, standard evaluations, points for certain awards and points for passing scores but not being advanced on previous exams. The exam for E-7 is annual, whereas the others are biannual. Passing the E-7 gets you into the party, but doesn't mean you get to dance. If you pass the exam, your record goes to a promotion board and they compare how many slots they need to fill in a specific job (rating) and then select those who advance. E-8 and E-9 IIRC are solely decided by selection boards. I'm sure the other Navy ratings on here can correct me if I've erred.
