I bought a 1970 or 71 911 from Canada a couple of years ago. Process was relatively simple once I figured it out, but involved someone who could pick up the car in Canada and take it to the customs broker, who cleared the car through customs and then had it available for pickup on the US side by another carrier, who brought the car to LA. IIRC, I had to pay a duty based on the purchase price and a brokerage fee of a few hundred dollars, plus the transportation costs. I don't think it would have made a difference if the car was previously titled in the US. The car I bought wasn't driveable, otherwise it might have been possible for the seller to simply drive it back across the border and then sell it to me. Email if you need more details.
