My suggestion: for your short layover, take a cab to the DUMBO (Down under the Manhattan Bridge Overpass) section of Brooklyn. The Manhattan skyline view from the edge of the East River is pristine. Skip the flashy restaurant right on the river - opt for the pizza place across the street instead. You may find a small art exhibit open as well - depending on when you get there...
Good food, nice neighborhood, view of the NYC skyline -- sounds like a great quick taste of New York, and it is a little off the beaten path!
