You don't need to remove the lights to remove the bumper. Removing the lights won't help you. You do however need to unplug them. If you're feeling confident you can reach up from underneath and unplug them (you'll need to fish through the horn (left side), sidemarker, and foglight connections). Otherwise, put the car safely on ramps or jackstands and unplug them.
There are two bolts accessible underneath that hold the bumper to the shocks. I think they are 19mm? I don't remember. Look under the bumper, you'll see two holes - they're in there. They'll be tight, because, well, they hold the bumper on!
One of these bolts may be inaccessible due to the bumper being pushed in, meaning you may need to remove the lower airdam. You'll have to look and see.
Your first time removing it you may want another person to hold the other side when you slide it off the shocks. It's aluminum, but it is heavy. It's a bumper!
Unless you have headlight washers (which you don't, if that is a pic of your car) the two bolts and unplugging the lights should leave the bumper ready to come off.
But, to answer your first question, I think the other screw is concealed by the rubber pad. To remove the rubber pad, the bumper has to come off.
