I don't pretend to have studied the numbers. But my feeling, helped by a little reading, is that California is at a water crisis point.
As far as I know, there is no water rationing in any major California city, nor any major new restrictions on agricultural water use.
2014/15 didn't fix California's drought. It is quite possible the state will have another year of mild winters with little snowpack, and another, and another.
Do you Californians have your head in the sand? Or is there a reason that nothing is being done?
