Actually, there are major restrictions on agricultural water use.

Federal allocations are at 0%.

There are zero restrictions on environmental water use. We are flushing millions of acre feet of water out to the ocean in the name of saving a fish.

When LA runs dry, there will be enough political pressure to change things.
