If you want the polished petals with a black background, there was a fellow that taped over the holes (from the backside of the wheel) between the spokes and then simply poured the paint into the wheel. Gravity would then serve to evenly set the depth of the painted center, and then poking a hole through the tape would allow the paint to empty out. No careful taping and probably close to the original dipping method when the wheels were first finished. Obviously, won't apply if you want black spokes.
