I'd probably use lacquer thinner to clean them, then use a scotch pad to scuff them, then clean again. I'd use a self etching primer then spray with a durable enamel. If you are going to use a spray gun you can pick your poison just make sure whatever you spray over the self etching primer is compatible with the primer itself or you could lift it when you spray the top coat.
