1/2 way through it I did a double take and wondered if that was actually Clarkson himself dressed as the chef and it was all a ruse, but alas... it was not!
EDIT- S#$%! Give THIS guy clarkson's job. He's incredible! He could just go around and wreck cars and infectiously laugh about it. I'd watch!
