Well, there's a much longer backstory than that, but NOW it means that the driver is a tool.

Used to be that the dolls/toys hanging from the car were to sate ghosts that populate the cities of Asia (they're big into ghosts there). By giving the ghosts something to play with, they'll leave the drivers alone.
