Actually, there was a warrant for his arrest, and the moment he touched the officer when he was trying to put handcuffs on him, the game changed, he became a felon, an , you can shoot a "Fleeing Felon"

It is very sad, and as a 50 year old military man knows better than to resist arrest, assault a cop and flee, all over failure to pay child support??
