Timing tools arrived and found the helical gear on the intake cam was in a bind not allowing the vanos to move the helical gear therefore not changing cam timing at all on the intake cam.
Loosened both sprockets then went thru the cam timing procedure for a double vanos. When this was complete I could use a 24mm wrench on each of the cams with the vanos removed and rotate each of the cams and the helical gear would travel in and out. put the car back together and it runs fine.
