My dad's hanger at KVNY is a public airport and it was frowned upon to keep cars there, store boxes, work on cars.... The manager for the FBO would drive around periodically during the day. At one point the FBO changed hands and the new owners reiterated those rules. That said, I've never had a problem working on my car there and I usually keep the hanger door open in the hot months.
