As pors1968 & Matt Monson have said, it is a Karmann body #. In 1965 it started in the speaker recess on top of the dash, then moved the the tunnel opening in short order. Generally it is similar to the VIN, but not quite the same. In 1968 & 1969 it is shorter than the VIN. Basically from 1969 it is similar to the production # on the lower dash frame. I believe that sometime in 1970 or so it finally got in sync with the production #. I'd love to know the VIN for my research.
