They like to pile on the charges to make their use of force seem "justified". One of the oldest tricks in the book.
But wait... we don't have all the facts. How can we sit here and pass judgement on these fine officers without all the facts?
Don't worry, though - a couple of officers in another city, in a completely unrelated incident, will shoot and kill a hardened purse snatcher to not only show what selfless heroes cops can be, but also to make up for this minor little tussle.
