Flatpac6 put me on the right track. I didn't have the hole in the air shroud lined up with my voltage regulator side. I had the VR at 6 o'clock, and was trying to put the shroud on 30 degrees off. Once I lined it up with the gap at the VR, it slid on pretty easily.
Now it is all back together, and I'm just waiting on my new CDI.
The lesson is that if it won't fit, you have it oriented wrong. Reminds of putting my engine back in...
