I made on for my 73 back in 1979. I started with a new 74-89 stock spoiler. I cut it in half in the center, (filled with some black gasket maker) then trimmed the upsides to match the profile of the bumper. I used the factory hardware kit (plus a few extra) to attach it to the stock 73 valance.
