Forgot the last solution..

Take the shaft and cut it off from the arm to the tranny... file it down so that you can fit a washer between the arm and the shaft that you cut off...

you will have 3 pieces .... Arm shaft...washer....shaft that you cut off.... in that order.
This will allow the inner shaft to turn ...The Larger washer will also act as a barrier to kept the cable on the cut shaft.

I chose this solution...
