His shoulder tab says "Quimbaya" - which is a town in South America.
He's probably not regular army. With a town designator on his uniform, he is likely in their equivalent of national guard. This may also explain his inadequate training.
Given the size of the shell and the pointy nose, I am guessing it is an American made 60mm round with an M525 fuze.
That's just a guess. I suppose it could be an 81mm, or a 120mm.
