It's been my experience that the noisiest people are the ones who have low self esteem because either they don't have a job or they are drunks or a combination of the two.

They like to make noise because it's stimulating and it also draws attention - which helps feed their egos.

There are exceptions to what I stated above but those are some observations I have made on the subject.

I dislike noise myself and prefer to focus my energy into more productive activities.
