Police Speed Enforcement - Pays For Itself Or Not?

Curious how the economics work out for police issuing speeding tickets.

Suppose there is stretch of road in your city with a big speeding problem - lost of drivers excessively speeding, accidents, deaths. Suppose a traffic officer spends a morning writing speeding tickets there. How much time does that officer then lose sitting in court waiting for the hearings? Does the city end up losing money and police manpower?

I'm distinguishing this from an isolated town where the sheriff sits in a speed trap writing tickets to out of towners who will hardly ever return to contest the citation. That seems like a money machine.
