My kids know--and have always known (gotta start teaching them young)--that at 18, they have 3 options:
1. Go to college locally; you're free to stay in the family home rent-free (as long as you're actually progressing in school; not making college your career).
2. Go away to college (or military), and you're on your own--a young bird flying free for the first time. You're always welcome to come back and visit (and even crash once you're done with school and/or military), but for long-term see rule #3.
3. Not going to school? Get a job and pay me rent.
In my book, there are no such thing as adult children. Once you're an adult, you're no longer a child, and no longer my responsibility. I have spent the last 18 years teaching you how to be successful in life; now it's your turn to put those lessons into action.
