Seems like you might be able to get a new 2015 Volt to or near your budget, if you factor in the tax credits. Check the recent Volt thread. Just looking around casually, I saw new Volts for $9K off MSRP (and people on forums implying $10K off is possible). Isn't the Federal tax credit $7,500 and CA tax credit $2,500? So overall, you're looking at half off, or better here. Personally, the Volt is not a $35-40K car IMHO, but it's a bargain at $15-20K net.
